Senior Implementation Manager
Overview
ACS Professional Staffing is looking for an employee to work on-site with our client. This Senior Implementation Manager will lead the technical review and execution of complex, regulated projects by refining implementation strategies, validating work quality, and resolving risks prior to field execution. The role requires deep mechanical and construction management expertise to oversee schedules, budgets, work orders, testing plans, and field activities while providing clear technical direction and oversight to large teams and vendors. Strong experience in regulated industrial environments, demonstrated problem solving skills, and advanced knowledge of codes, standards, and logic driven schedules are essential to ensure safe, high quality, and efficient project delivery. This full-time position is located in Richland, WA.
Pay rate: $84.67 - $114.48

Responsibilities
- Review key project documentation to identify opportunities to refine strategies and apply resources to improve schedule performance, quality, and overall efficiency.
- Conduct iterative document reviews to identify and correct errors, gaps, or misconceptions that could impact successful project implementation.
- Review and provide technical input on project schedules (work management and lifecycle), implementation means and methods (Engineering and Vendor), risk registers, work orders, and associated documentation (e.g., weld records, ASME Section XI repair and replacement plans, field sketches).
- Review quality control inspection plans, hold points, test and commissioning plans, clearance orders, turnover strategies, materials and tooling plans, resource load boards (including mobilization and demobilization strategies), and rigging/material-handling plans.
- Review budgets and estimates with emphasis on assumptions, constraints, unit rates, and labor rates.
- Evaluate radiological strategies, balancing contamination controls with work scope and quality considerations.
- Validate the quality of all Work Order Tasks (WOTs) associated with assigned scope prior to field execution in accordance with Columbia work management processes (online and outage).
- Remediate Work Order Tasks that contain deficiencies, incorrect references, error traps, or poorly written instructions.
- Review, comment on, and provide improvements to testing and acceptance plans (factory, shop, site, mock up, and post modification).
- Identify activities and processes that would benefit from mock ups and provide guidance to ensure mock ups are effective and high value.
- Communicate relevant personal operating experience and identify applicable industry or similar operating experience related to project activities.
- Develop and recommend response strategies based on identified operating experience.
- Serve as the ASME Authorized Inspector (PIC) for Section XI repair and replacement plan work scope, as required.
- Maintain broad knowledge of applicable codes, standards, innovative technologies, technical skill sets, execution strategies, and industry trends relevant to supported Enterprise Risk Projects.
- Provide timely and candid feedback to Project Managers, Oversight Managers, and Department Management on project strategies, implementation plans, and execution readiness.
- Provide oversight of shop and field activities as needed to ensure alignment with approved project strategies and coach teams to prevent unnecessary plan deviations.
- Serve as the designated person in charge during shifts opposite the Project Manager when required, including oversight of crews exceeding 50 personnel.
- Coordinate internal and vendor resources to identify and remove execution roadblocks.
- Attend key project and strategy meetings as required, including design reviews, steering committees, implementation briefings, high risk work plan challenge meetings, readiness reviews, schedule development sessions, and risk management meetings.
Requirements
- Requires an advanced (graduate) degree in a related field of study or business AND 10 years of mechanical experience in a nuclear, steam-cycle, and/or regulated industrial environment.
- OR Bachelor's degree in a related field of study or business AND 12 years of mechanical experience in a nuclear, steam-cycle, and/or regulated industrial environment.
- OR Associate's degree from an accredited college or university AND 14 years of mechanical experience in a nuclear, steam-cycle, and/or regulated industrial environment.
- OR High School Diploma/GED AND 16 years of mechanical experience in a nuclear, steam-cycle, and/or regulated industrial environment.
- Proven experience in construction management.
- Proven experience in multiple refueling outages at a commercial nuclear powerplant.
- Proven experience with the production and operational processes at a commercial nuclear powerplant.

- Skilled in Enterprise Management Software (Asset Suite, SAP, etc.)

- Error reduction and human performance improvement methods, and cost-effective work execution methodologies.

- Proven experience with feedwater heaters and internals of feedwater heaters.
- Proven experience with steam systems and/or work associated with ASME Boiler Pressure Vessel code vessels, heat exchangers, piping, and valves.
- Certifications associated with mechanical disciplines, construction, or projects are desired.
