Strategic Sourcing Manager

Position Title: Strategic Sourcing Manager (Procurement – IT Contracting)
Location: Hybrid – HQ (Vienna, VA)
- Overview
Client is seeking a Strategic Sourcing Manager with strong IT procurement and category management experience to support enterprise sourcing strategies. This role requires a proven track record of driving vendor negotiations, executing sourcing initiatives, and building strong partnerships with both internal stakeholders and external suppliers. The ideal candidate brings private-sector IT sourcing expertise, excellent communication skills, and the ability to manage complex vendor relationships to deliver cost savings and strategic value.
- Key Responsibilities:
- Lead sourcing and procurement strategies for IT categories, aligning with business unit goals.
- Manage full RFP/RFI process, including requirements development, SOW creation, and vendor evaluation.
- Negotiate MSAs, SLAs, and other IT contracts to secure favorable terms and mitigate risk.
- Partner with cross-functional teams (Operations, PVM, OGC, InfoSec, etc.) to ensure alignment with strategic goals.
- Provide category insights by analyzing market trends, supplier performance, and TCO opportunities.
- Administer NDAs, risk assessments, and vendor due diligence.
- Conduct supplier performance reviews and recommend continuous improvements.
- Maintain sourcing documentation and compliance metrics.
- Required Qualifications:
- 7+ years of procurement experience, with emphasis on IT strategic sourcing, category management, and vendor/contract management.
- Strong experience with RFPs, RFIs, SOWs, vendor negotiations, and IT procurement processes.
- Bachelor’s Degree in Business Administration or related field (or equivalent experience).
- Advanced negotiation, stakeholder management, and communication skills.
- Strong data analytics and market analysis abilities.
- Demonstrated experience in change management and driving sourcing transformation.
- Must be local to Vienna, VA HQ.
- Preferred Qualifications:
- IT background or experience sourcing technology categories (hardware, software, services).
- Category management expertise.
- Experience in financial services.
- Manager Notes (Critical to Selection):
- IT sourcing experience is required (procurement experience alone is not enough).
- Federal/Government contracting backgrounds (FAR, logistics-heavy) are not strong fits — preference is for private-sector style sourcing.
- Must show strong negotiation + communication skills.
- Job stability matters: frequent job-hopping (<1 year per role) will be a red flag unless explained.
