| General Statement of Duties            | Institutional Researcher (IR) is responsible for administering, managing, and supervising all aspects of the College's institutional, program and service data and of all matters related to establishing the College's practices/routines to provide accurate/timely data reporting through the collection/coordination/acceptance of all required institutional data, assisting the College's divisions/programs/services through the development of assessment frameworks that track respective objective-based outcomes, and the collection/maintenance of the College's historical institutional data documents/files for the purposes of reporting/program assessments by providing approved access to requested data/information and the integration of best practices for maintaining data visualization to inform decision making/compliance. Providing assistance to the Vice President/Accreditation Liaison Officer (ALO) in requiring divisions, programs and services to align themselves with established compliance standards of the Northwest Commission on Colleges and Universities (NWCCU) and other accreditation bodies by providing a critical supportive service/function to tell the stories of the institution through data collected from students, faculty, staff and community members to accomplish the BFCC vision, core values, mission and core themes in accordance with the established BFCC policy and standard procedures |
| Specific Area of Duties                | Lead director for all aspects of the College's development/implementation of timely data/information that can be used to demonstrate continuous assessment/improvement, including the collection/analysis/visualization of historical/current/projected future institutional and program-based data/information to determine the effectiveness and development needs of all campus divisions, programs and services. Responsible for managing/coordinating institutional reporting processes, establishing access/support for the design of assessment measures and the assisting the divisions/departments development/tracking of student/stakeholder outcomes by ensuring that all data/information provided ensures compliance and assistance with all other proceedings that require data/information to accurately identify/assess institutional effectiveness and mission fulfillment to accomplish campus needs: ● Building and maintaining a centralized institutional database to collect/maintain all of the College's historical institutional data/documents/files for administrative and official usage in compliance, reporting or as evidence for mission fulfillment ● Supporting all Jenzabar database Module Managers through the coordinating Data Team meetings to identify recommended training, generation of reports and areas for further database development and compliance related data needs via integrated IS systems. ● Accepting/processing all requests for external institutional data reviewed/received by the Data Team and supporting the identification of objective-based data points/measures as well as the development of digital tools/surveys for efficient data collection, analysis and reporting. Reviewing/approving internal data requests ● Providing (or coordinating the design of) approved data requested from the Jenzabar/JICS database to support institutional/program level assessment/data utilization for existing and the development of new campus programs/services based on the needs of the community, specifically working with other relevant campus partners to identify data needed to be collected/analyzed for Accreditation and/or other relevant purposes ● Developing visual communications with the Multimedia Communications Specialist and other relevant divisions/departments that enhance faculty/staff awareness of institutional data reporting duties/responsibilities (Annual Data Institutional Reporting Cycle, College Charter/Bylaws/Board Policy Manual, Employee Policies and Procedures, Catalog, Student Handbook, Annual Security Report/Campus Safety Plan and NWCCU Accreditation/Institutional Rhythm Lifecycle reports), the active recruitment of participants for the collection of the College's program/community needs data, advancing the use of College (existing and new) databases/platforms to ensure the proper analysis for the sharing of data received to ensure final submissions are reflective of institutional decisions and information is accurate ● Managing/communicating data ethics and Family Educational Rights Protection Act (FERPA) expectations/institutional standards with all internal/external entities and other Federal compliance requirements to understand how to support all division/department accreditation and/or compliance data tasks ● Providing direct support/coordination of data/information intending to ensure that all institutional functions adhere to all data reporting/submission compliance outlined in the BFCC Annual Institutional Data Reporting Cycle schedule and requires the President or other relevant institutional directors review/verification/signature: o Northwest Commission on Colleges and Universities (NWCCU) Annual Report and other accreditation reports and correspondence from the College's Accreditation Liaison Officer (ALO) o American Indian Higher Education Consortium (AIHEC) AKIS AIMS (annual reporting), Membership Criteria (annual report), and other relevant data/information that assists with national advocacy for Tribal Colleges and Universities o U.S. Department of Education (DOE) Integrated Postsecondary Education Data System (IPEDS) quarterly reporting o Bureau of Indian Education (BIE) Indian Student Count (ISC) o Non-Beneficiary, Carl Perkins and other reporting required by the State of Montana o Other reporting duties as assigned or critical to the function of the Institutional Research office and BFCC or as requested by supervisor **Serving as a leading director on the Data Team with other assigned BFCC Directors to accomplish the following**: ● Facilitating the evaluation, approval and retrieval of internal/external data requests ● Maintaining and coordinating the institutional reporting cycle by identifying, reviewing, analyzing and sharing institutional data/information for accreditation/other appropriate purposes ● Supporting the institutions faculty/staff to ensure Family Educational Rights and Privacy Act (FERPA) to encourage compliance, data ethics and professional development related to data integrity/security ● Identifying/foster collaborations for further development, implementation, and training of Jenzabar and other database platforms to support strategic planning and institutional data infrastructure and initiatives ● Providing Jenzabar Module Manager updates and addressing database module coordination, training and development **Serving as a co-leading director on the Institutional Effectiveness and Wellness Committee with other assigned BFCC Directors to accomplish the following:** ● Collecting feedback from faculty and staff regarding the needs for institutional trainings, wellness activities and opportunities for professional development/advancement ● Instituting the BFCC core values into recognizing efforts for Institutional Effectiveness/Wellness among faculty and staff, including but not limited to collecting data (stories/narratives, pictures, etc.), accepting nominations for awards (including Chief Earl Old Person Leadership Award), and years of service acknowledgment ● Planning and implementing events, trainings, and or activities geared toward strengthening strategic planning, institutional responses to accreditation compliance/recommendations, combining success/wellness, including All Campus Meetings, supervisor trainings, faculty/staff specific trainings, and wellness activities ● Developing performance evaluations, incentive and other compensation/benefit structures that improve faculty/staff effectiveness, promoting higher morale and individual/collective (across campus) wellness collaborations ● Collaborating all campus divisions/departments (including the Student/Faculty/Staff senates and the BFCC Board of Trustees) to develop assessment tools/frameworks and supporting the monitoring of initiatives or special projects where data/information is collected by providing appropriate institutional support to access to data/information platforms and the delivery/use of the visualization of data to enhance institutional planning and the development of proper evidence for mission fulfillment ● Facilitating the development of institutional evaluation tools to inform institutional effectiveness and employee performance with the President, Human Resources Director and the Vice President, including course evaluations, annual performance review (goal setting, mid-year and annual) and other evaluation tools that enhance the transmission of data/evidence needed to support all divisions/departments customer service, tracking of performance on annual/strategic planning goals and studying program/service impacts on student success, through providing privileged access to data/information platforms and the delivery/use of the visualization of data to enhance institutional communications as proper evidence for mission fulfillment ● Coordinating with the President, Vice President and Institutional Development, the process in which programs/services through strategy action plans provide the evidence for mission fulfillment and the maintenance of data records that track the bi-annual progress on the College's strategic plan master document as well as providing data/information to the Director of Grants, and other relevant divisions/departments in support of grant proposal development of student/faculty/staff data needed for funding proposals/reports, planning for new programs/services/infrastructure. Assisting the development of benchmarks/timelines for all divisions/departments to meet goals/objectives resulting from strategic planning, campus master and all other College student success initiative planning activities ● Collaborating with the Chief Financial Officer and the Finance Office to enhance the visual communication of fiscal, investment, audit and other financial data to the President/Board of Trustees in making budget (including future budget projections based on anticipated TCCC/IDC revenues), purchase and investment decisions as well as with the President/Vice President/Institutional Development to provide the data needed to justify growing the College's programs, services and infrastructure capacity and prioritizes student, faculty and staff needs ● Maintain a good relationship and provide frequent reporting (or when requested) to the President/Board of Trustees including communication of progress made on institutional data integrity, the use/visualization of data to inform decisions and all other matters related to the use of data at the institutional, program levels. Meeting weekly with the President to encourage robust communications around the status of institutional data, the maintenance of the institution's historical records and the development of the College's databases and other data platforms to provide data/information when quested to support in the planning/development/growth of the College's programs, services, and infrastructure alignment with the College's vision, mission, core themes and core values **Developing and administering all functions of the Institutional Research Office by overseeing the all aspects of the College's data operations to ensure the efficiency and functionality of all BFCC programs/services provided by the College's employees to students, faculty, staff and community members:** ● Evaluating the job performance of Institutional Research staff and interns ● Approving Institutional Research position descriptions, scope of work for interns and annual/sick/other leave ● Support the personnel/department needs of the Institutional Research Office by providing staff with opportunities for professional development, sharing of training/information, and upgrading their skills needed to perform evolving departmental staff roles/responsibilities by improving professional and technical qualifications ● Maintaining supervision over the control over all Institutional Research Office equipment and operations, including setting policies/procedures for proper and authorized use ● Overseeing or designating others within the Institutional Research Office to engage in the selection of new employees while guiding them to setting standards for the evaluation of all other Institutional Research Office staff ● Appraising, counseling/advising, disciplining, and addressing any grievances originating from the Institutional Research Office staff to continuously monitor their performance and document actions taken in assigning duties, performing corrective actions and setting standard internal controls/policies/procedures that govern the Institutional Research Office ● Guiding employees to collect information and maintaining updated lists of qualified contractors, partners and vendors to support the Institutional Research Office's functions and developing all fiscal platforms through the planning, implementation and required training to optimize Jenzabar database use/infrastructure ● Developing with the Title III Part A Coordinator annual project goals of the Institutional Research Office including budget development, actively implementing department objectives and the documenting data/evidence needed to reporting progress of strengthening the institution through the further project development/justifications |
| Qualifications                         | **Education:** Minimum of a master's degree in Institutional Research, Education, Educational Leadership, Research Methodology, Statistics, or a closely related academic discipline required. Doctorate degree in an appropriate academic discipline preferred. **Experience:** Minimum of five (5) years of relevant professional experience in institutional research, institutional effectiveness, educational leadership, or a closely related field. Demonstrated experience in institutional effectiveness, student learning outcomes assessment, data collection, statistical analysis, and interpretation of quantitative and qualitative research methods. Experience evaluating institutional programs and initiatives, with an emphasis on educational quality, program productivity, and continuous institutional improvement. Demonstrated experience in project management, institutional accreditation processes and requirements, and institution-wide strategic planning. Experience working with Tribal Colleges and Universities (TCUs), higher education accreditation standards, and federal and institutional reporting requirements preferred. ● |
