## Description

IHRC, Inc. is seeking a qualified Analyst I to support the U.S. Food and Drug Administration (FDA) Office of Occupational Safety and Health (OOSH) under the Occupational Safety, Industrial Hygiene, Information Systems, and Training (OSIST) contract.

The Analyst I will provide analytical, programmatic, administrative, and project coordination support to the OOSH Workstreams team. The position will assist with collection, organization, analysis, tracking, and presentation of information needed to manage occupational safety and health programs, Workstream activities, schedules, deliverables, and performance. In addition to supporting the OOSH Workstreams, the Analyst I will serve as a **part-time project manager/project coordinator for several smaller OSIST Task Orders**. For these assignments, the Analyst will assist in planning and coordinating work; tracking schedules, budgets, deliverables, risks, and action items; coordinating project personnel; communicating with Government stakeholders; and supporting successful completion of Task Order requirements. The position therefore requires an individual who combines strong analytical and organizational skills with practical project coordination/project management experience. The successful candidate must be comfortable working with technical personnel, Government stakeholders, project schedules, data, reports, spreadsheets, dashboards, and multiple concurrent assignments. This is a **20-hour-per-week, on-site position at the FDA White Oak Campus**. The specific weekly schedule will be established based on Workstreams and assigned Task Order requirements.

**Essential Duties and Responsibilities**

- Provide analytical and program support for OOSH Workstreams activities, projects, initiatives, and deliverables.
- Collect, organize, review, analyze, and maintain program and project information from multiple sources.
- Assist with tracking Workstream activities, schedules, milestones, deliverables, dependencies, action items, and performance information.
- Support the OSIST Workstreams Project Manager with day-to-day coordination and administration of Workstream activities.
- Assist with development and maintenance of project schedules, trackers, dashboards, status information, repositories, spreadsheets, presentations, and other management tools.
- Support maintenance and updating of the Workstreams Integrated Master Schedule (IMS) and program-management information used to provide visibility into Workstream activities and performance.
- Compile and analyze information needed for recurring and ad hoc status reports, management reviews, briefings, dashboards, and other program-management products.
- Assist in identifying incomplete, inconsistent, overdue, or potentially problematic project information and elevate issues to the appropriate Project Manager or Program Manager.
- Perform research, data collection, data validation, and basic quantitative and qualitative analysis in support of occupational safety and health programs and Workstream activities.
- Assist technical personnel with organizing and analyzing information associated with program assessments, inspections, training, technical assistance, policy and guidance development, and other OOSH initiatives.
- Support development and maintenance of document repositories, inventories, databases, tracking tools, and other information-management resources used by the Workstreams team.
- Assist with preparation, formatting, quality review, and coordination of reports, presentations, spreadsheets, briefing materials, and other project deliverables.
- Coordinate with technical subject matter experts, project personnel, subcontractors, and Government stakeholders to obtain information required for reports, deliverables, schedules, and other project-management activities.
- Participate in Workstream meetings and project meetings as necessary to understand project requirements, assignments, schedules, dependencies, and emerging issues.
- Support follow-up on assigned actions and assist in ensuring that project commitments, deliverables, and milestones remain visible and appropriately tracked.

**Small Task Order Project Management**

- Serve as the project manager/project coordinator for assigned smaller OSIST Task Orders under the direction and oversight of the OSIST Program Manager.
- Review assigned Task Order requirements and assist in translating contractual requirements into practical work plans, activities, milestones, schedules, and deliverables.
- Coordinate project kickoff, execution, monitoring, and closeout activities for assigned Task Orders.
- Develop and maintain Task Order schedules, milestone trackers, deliverable logs, action-item lists, risk and issue information, and other project-management records.
- Coordinate the activities of assigned project personnel and subject matter experts to support timely completion of Task Order requirements.
- Track progress against Task Order scope, schedule, deliverables, and available resources and promptly communicate potential issues to the Program Manager.
- Assist with monitoring Task Order labor utilization, level of effort, and other project information needed to support responsible management of contract resources.
- Coordinate preparation, internal review, submission, and tracking of Task Order deliverables.
- Serve as a day-to-day coordination point for assigned Task Orders and facilitate effective communications among IHRC personnel, subcontractors, technical personnel, and Government stakeholders.
- Prepare project status information for the Program Manager and support recurring or ad hoc Government status meetings for assigned Task Orders.
- Identify project risks, issues, dependencies, and schedule concerns and elevate them to the Program Manager for resolution or appropriate action.
- Track Government comments, requested revisions, action items, and deliverable acceptance and coordinate required follow-up activities.
- Maintain organized and accurate Task Order records and documentation consistent with OSIST program-management and contract requirements.
- Support Task Order closeout by verifying completion of deliverables and reports, resolution or transfer of outstanding actions and risks, and completion of required project documentation.
- Perform other analytical, program-support, and project-coordination activities within the scope of the OSIST contract as assigned.

**Minimum Qualifications**

- Bachelor’s degree from an accredited academic institution.
- Minimum of two (2) years of directly relevant professional experience in analysis, program support, project coordination, project management, business operations, management support, or a related professional field.
- Prior professional experience performing project coordination or project management functions, including responsibility for coordinating activities, schedules, deliverables, action items, or project personnel.
- Demonstrated ability to organize and manage multiple concurrent assignments, priorities, and deadlines.
- Experience developing and maintaining project schedules, trackers, spreadsheets, status reports, or comparable project-management tools.
- Strong analytical and problem-solving skills, including the ability to organize information, identify inconsistencies or emerging issues, and communicate findings clearly.
- Strong written and verbal communication skills.
- Demonstrated ability to prepare professional reports, presentations, spreadsheets, correspondence, and other business or project documentation.
- Proficiency with Microsoft Office applications, including Microsoft Excel, Word, PowerPoint, Outlook, and Teams.
- Ability to work effectively with technical subject matter experts, project managers, Government personnel, and multidisciplinary project teams.
- Ability to work independently with appropriate direction, exercise sound professional judgment, and follow assignments through completion.
- Strong attention to detail and commitment to maintaining accurate project records and documentation.
- Ability to work an approximately 20-hour-per-week on-site schedule established around Workstreams and assigned Task Order requirements.

**Preferred Qualifications**

- Bachelor’s degree in Business Administration, Public Administration, Management, Project Management, Data Analytics, Information Systems, a scientific or technical discipline, or another field relevant to the position.
- Experience supporting federal government contracts, particularly professional or technical services contracts.
- Experience supporting or managing projects or Task Orders within an IDIQ or similar multiple-award or task-order contracting environment.
- Experience supporting federal agencies, public health organizations, scientific or technical programs, laboratory environments, or occupational safety and health programs.
- Experience tracking project budgets, labor utilization, level of effort, schedules, milestones, risks, and deliverables.
- Experience preparing project status reports, dashboards, management briefings, or other performance-management products.
- Experience with Microsoft SharePoint or comparable collaborative document-management and information-sharing platforms.
- Experience with project scheduling or project-management software.
- Experience working with technical, scientific, engineering, occupational safety, industrial hygiene, biosafety, or laboratory personnel.
- Familiarity with federal contract deliverables, Government review and acceptance processes, and project documentation requirements.
- Project management training or certification is desirable but PMP certification is not required.
